Constantinople, Jan. 11. The Sultan has consented to the creation of a joint European and Turkish Commission |to control the Turkish budgets and expenditure. Jan. 15. The Porte has accepted the Europeae scheme for appointing Cretan gendarmes so as to secure the fairer treatment of Christians. Marshall Fouad Pasha, a prominent officer of the Turkish Army, has declined the offer of the position of Commander of Bagdad in AsiaticTurkey. The London Times correspondent says the offer was an attempt on the part of the Sultan to exile the Pasha, and will have the effect of inflaming the discontent in Turkey.
