INSPIRING SPEECH BY M. HANOTAUX. Paris, July 27. At the unveiling of the statue of the late M. Jules Ferry M. Hanotaux spoke of Tunis, Tonkin, the Congo, and Madagascar as the steps which marked the building up of a new French empire, and a restoration of some of her former glory. He declared the union of France with Russia to be a strengthening of the bonds of peace.
