« BREAKS UP WITHOUT CEREMONY. Paris, July 26. A Socialist Congress at Lille, in welcoming the German delegates, gave offence to the Republicans, who attacked the procession, and after a sharp struggle 20 of the ringleaders were arrested. The German delegates have departed for London.
