ANGRY DEBATE IN THE HOUSE OF COMMONS. London, July 16. An angry discussion has taken place in the House of Commons on the proposals of the Irish Land Bill. Mr Chamberlain said that the Bill was now presented in its original form, and unless treated without contention would be dropped. If Mr Dillon and party persisted in their efforts to make the Bill a sham and a fraudulent measure, then it was doomed. Mr Gerald Balfour, Chief Secretary for Ireland, said four days would be allowed for the discussion of the Bill in Committee, but he declined to pledge that the Government would refuse all amendments introduced by the House of Lords. Mr Russell, Parliamentary Secretary of the Local Government Board, explained that personally he did not accept the Bill as a settlement of the demands of the tenantry.
