MEETING OF EMPERORS. Berlin, Nov. 20. The Emperor William and the Czar have had a most cordial interview. Prince Bismarck was also accorded a flattering reception. During the day the Emperor William invested General Count Peter Sohuvaloff Russian Ambassador, with the Royal 'Prussian Order of the Black Eagle. As far as the populace were concerned the reception was cold, but the Czar was received with great military pomp. The interview lasted over an house.
