GERMANY AND RUSSIA.
THE CZAB AND BISMABCK. London, November 12, Bismarck’s action in refusing money advances on Russian securities is considered a reprisal for Russia refusing to accept bills drawn in the German language. The Russian Finance . Minister is depositing security to induce another German bank to negotiate Russian bonds. The German National bank has refused to advance money on Russian seecurity. The Czar has refused to meet Bismarck at Berlin.
