FRANCO-RUSSIAN ALLIANCE. RUSSIAN DUPLICITY. Losdos, Oct. 12. The Russian Embassy deny altogether the allegation of the French Press that the Grand Duke Nicholas delivered a strong anti German speech in which he favoured a French alliance. The impression is gaining ground that the Czar is the chief obstacle to a Franco-Russian alliance.
