ENGLISH POLITICS.

THE PROPOSED COALITION MINISTRY HARTINGTON TO BE PREMIER. RANDY STILL IN THE SULKS. London, August 10.

Several conferences have been held of late between the leading members ot the LiberalUnionist party and the leading Tories. Although nothing has yev been definitely decided; it is thought that Lord Hartington Will be Usked to accept the Premiership, whilst Lord Salisbury will, it is expected, assume charge of the Foreign Office. It has transpired that overtures have been made to Lord Randolph Churchill to return to his allegiance, but he steadily persists in refusing to do so. It is thought by some that he will endeavour to join an independent party to be headed by himself and Mr Chamberlain.
