EVATT EXPLAINS RERUN CRISIS LEADS TO FEAR OF WAR
(Rec. 11.10) PARIS, Nov. 14 The action of Dr Evatt and IVI. Lie in offering their good offices in efforts to solve the Berlin deadlock is unprecedented in the history of the United Nations. Their appeal is in the form of a letter, which has been delivered to the chiefs of the Big Four Power delegations in Paris, for transmission to' their national leaders. It asks the Four Powers to support the mediation being made by Senor Bramuglia. The letter states: The Berlin dispute is delaying, and undermining the whole work of the present session of the United Nations. The appeal also states: “The fear of another war is crippling the efforts of all the nations to repair the damage of the last war, and to return to the ways of peace. Therefore, we urge on the Governments of Britain, the United States, the Soviet Union, and France the desirability of immediate conversations, and the taking of all necessary steos towards a solution of the Berlin question, thus opening the way to the conclusion of the remaining peace settlements for Germany, Austria, and Japan. Evatt Denies Being Rebuked for Attitude (Rec. 9.30). FARIS, November 14. In an interview to-day, Dr Evatt categorically denied that he has ever beers rebuked for his part in theißerlin negotiations, or that he made any “angry remarks” to British and I American delegations. Earlier, it was reported that Dr Evatt and Mr Lie had been told by Senor Bramuglia “not to meddle” in the Berlin affair, and that Dr Evatt had had words with the British and American delegations, which are alleged to have told Dr Evatt to mind his own business. Brainglia Praises Appeal— But Refuses to Sign (Rec. 11.20). PARIS, Nov. 14. Senor Bramuglia said, to-day, that Dr Evatt. and Mr Lie had asked him to sign their joint apepal, but he had refused, because it had emanated from the U.N.O. General Assembly, and not from the Security Council. Senor Bramuglia, in a formal statement, said: “Dr Evatt’s peace exhortation is very satisfactory as an interpretation of the peaceful spirit of peoples, and it will be welcomed by interested countries, because it coincides with the hopes of their people . Senor Brar.lJglia to-day talked with representatives of the six “neutral countries on the Berlin situation, and his talks will continue to-morrow. BRITISH OFFICIAL VIEW In London to-day, a British Foreign Office spokesman expressed surprise that Dr Evatt and Mr Lie’s appeal had not been addressed specifically to the Soviet Government. The spokesman pointed out that it is the Soviet Government which has vetoed the U.N.O. Security Council’s resolution proposing concrete measures to end the Berlin crisis, and that the British Government has been willing to accept that resolution. . ’phe spokesman added that the British Government would study the text of the new appeal, and then would exchange views with the United States and the French Governments, and with Senor Bramuglia. DOES EVATT KNOW SOVIET’S IDEAS? London diplomatic quarters said that the Evatt-Lie appeal was not likely to succeed unless it had been made in the knowledge that the Soviet Government was now willing to restore free communication between Berlin and Western Germany.
