Four Powers Disagree on Self-governing Territories

LONDON, Sept. 14. The British, French and Belgian delegates walked out of the United Nations Special Committee on Selfgoverning Territories as a protest against a long and bitter attack on the Colonial Powers by the Soviet delegate, M. Kulagenkov. They returned after the Russian had finished his speech. M. KUlagenkov attacked the political policy of the Colonial Powers. He accused them of deliberately blocking advances towards self-gov-ernment. "If the same debate occurs next year, the French Government will withdraw from the committee, which goes far beyond the points of reference,” said the French delegate.
