Marshall Aid Plan Delayed by European Disagreements
PARIS, Sept. 6 European nations receiving Marshall aid still fail to agree about the allocation of aid. Delegates to the Organisation for European Economic co-operation have been trying to settle their differences at private conlerences since tne cancellation of the organisation’s council meeting. No date has been set for the next council meeting. Even if the council reconvenes to-day it has only until September 15 to present a programme iqi the 1948-49 allocations to the American Economic Co-operation Administrator in Europe (Mr Averell Harriman). . , . . x xAn official of the Administration said that if the deadline was not met on September 15 there would be no serious consequences unless the situation was prolonged, in which _ case theer would be a strain on the E.C.A. to maintain its procurement schedule. “Lack of agreement will adversely affect public opinion and especially the attitude of the United States Congress when it considers the January dollar aid appropriations for 1949-50,” said the official.
