LONDON, Aug. 31 The Foreign Ministers’ deputies, after discussions on the fate of the former Italian colonies in Africa, have submitted their recommendations to the Foreign Ministers, says Renter’s diplomatic correspondent. The deputies’ communique, is so uninformative, however, that it is believed it conceals a failure to reach an agreement on the disposition oi any of the three territories con--1 river Ganges to-day flooded 300 villages in the Cawnnore and Unao districts, making 10,000 homeless. Torrential rains last week in Moradabad brought down 900 houses and killed five people. Rescuers worked under floodlights from a bridge over the river Rescuers in motor-boats plied ceaselessly, rescuing persons stranded on rooftops and cattle caught in the swirling currents.
