ROME, Sept.. 2. The Italian Foreign Minister, Count Sforza, addressing a meeting of the French and Italian Chambers of Commerce at Turin, said that the formation of three large imperial nuclei —American, British and Soviet —had proved that minor national formations were destined to disappear. Count Sforza, referring to the Franco-Italian custom union agreement signed five months ago, said: “This union of 100,000,000 active endowed people will prove a sufficient force of attraction for other nationalities to join. The doors are left open and this will be the best most practical way of rebuilding Europe.”
