SOVIET’S PROFESSIONS ON DISARMAMENT ARE NOT CREDITED

(Received August 10, 9.45 p.m.) NEW YORK, August 9. Hitler taught the Western Powers the lesson of “no disarmament without security,” Sir A. Cadogan (Britain) told the United Nations Commission for Conventional Armaments to-day. He was replying to M. Jacob Malik (Russia) and M. Dimitri Manulski (Ukraine), who said that the United States was not threatened by anyone, and should be willing to stop making atom bombs. M. Malik said that the Russians were devoted to peaceful pursuits, but Americans were being whipped up into war hysteria. Sir A. Cadogan retorted that the world is “not simple minded” enough to swallow the Russian argument. He added that the Soviet disarmament plan had been rejected by the U.N.O. Armaments Commission in 1947. He said: “It would not be worth the paper it was written on.”
