LONDON, June 1. The new Chancellor of the Duchy of Lancaster, Dr Hugh Dalton, mavbe thn man chosen to knit together British policy in Western. The Chancellorship of the Duchv pf Lancaster is a sinecure ministerial office, which is often an ‘“umbrella” for other important Cabinet duties.
