(Rec. 6.30) . LONDON, April 13 The diplomatic correspondent of the “Daily Herald” says: British experts have now established that the muchpublicised “Protocal M” is a forgery. It was reported on January 15. It is purpoted to be a secret Communist, document, giving detailed instructions for the fomenting of strikes in the Ruhr “to break the Marshall Plan.” It was accepted as genuine by the British officials in Berlin, and it was allowed to be published, with the semiofficial comment, that, there was no reason to doubt its authenticity. Mr Ernest Bevin, however, insisted on a thorough scrutiny of the document itself, and its “pedigree,” and this has made it plain that it was a cleverlyplanted forgery.
