SERIOUS FINNISH VIEW OF SOVIET DEMANDS
New Instructions To Moscow
(Rec. 10.0). LONDON, April 1. A special Finnish diplomatic courier left by air yesterday for Moscow with fresh instructions for the Finnish delegation, there, which are believed to amount to a bread acceptance of the Russian proposals for a defence pact, says the Times Helsinki correspondent, who says that Parliament was not consulted about the new instruc\ ions. The correspondent adds that Finnish authorities are now taking _ a more serious view of Communist threats to seize power, with methods similar to those used in Czechoslovakia. Sentries of the Helsinki garrison, including those posted outside the President’s palace, are, for the first time, carrying tommy-guns instead of rifles. The guards at all army ammunition dumps have been strengthened.
