THREE-POWER PROPOSAL FOR TRIESTE

LONDON. March 24

The proposal to return Trieste to Italy had nothing to do with the Italian elections, the Foreign Secretary. Mr Ernest Bevin, told a Labour Questioner who asked in the House of Commons whether it would not have been better to submit the proposal to the Security Council, despite the imminence of the Italian elections. Mr Bevin added that it was understood when the treaties on Trieste were signed that the British would evacuate Trieste within lour months of the date of signing. Britain, had been unable to do so because of the lack of agreement on the establishment of the Free Territory, and the Powers had decided to attempt to break the deadlock by the present proposal. The tripartite declaration on Trieste proposed that any arrangement the Powers reached for the revision of the relevant clauses would go before the Security Council.
