NYON AGREEMENT

PATROL ARRANGEMENTS Ail Powers Expected to Cooperate f British Official Wireless]. RUGBY*. September 13. It is expected that approval of the Nyon scheme will be received at Geneva within the next 24 hours, and that, possibly to-morrow, but certainly by Wednesday, the agreement will be formally signed at Nyon. Russia will not take part in the Mediterranean patrol. Italy is to be invited by Britain and France Io join in the work of the patrol, in furtherance of the express wish of the conference on Friday. Britain and France, in patrolling the main Mediterranean mercantile routes, will provide at least 60 destroyers between them, Britain contributing rather more than that number. If piracy were to spread to the Black Sea, the Powers bordering that sea would co-operate among themselves. to stop it. In Geneva, the Mediterranean plan is regarded as highly satisfactory. London newspapers warmly approve the proposals. “The Times” says: The scheme is likely to prove a seriout deterrent to further outrages against neutral shipping, on two of the great trade routes in the Mediterranean. If, as hoped, the Italian Government decided to participate in the defence of neutrals against unprovoked attack on the Messina-Mar-seilles route and elsewhere, the cor operation of their powerful and high-ly-efficient flotillas should make a continuance of piracy quite impossible. In any case, the adhesion of the smaller Mediterranean States to the plan will be most gratifying to the British Government. The “Telegraph” says: It is much to be desired that all the great European Powers should join in this effort. The more nations share in it, the more its value to the peace and prosperity of all. The “Daily Herald” praises the conference, for the speed with which it produced the plan.
