■ • ' ROME, Mar. 30. The socialist leader, Signor Bissolati, declined the portfolio of Agriculture. He explained that although sympathetic with' the policy to be pursued by the new Government, the obligations 'that would be imposed upon him in a Ministerial position, such as. the 'wearing of uniforms on public occasions, were obnoxious to him.
