In the House of Commons Dr, Ad--dison's Bill for giving instruction in hygiene in elementary schools and teaching girls in. the care and feeding of infants was read for the first time. ■ • w l'he mover stated that of a hundred and fifty, thousand ckildren who died annually under five years of age, fifty thousand deaths were due to paternal ignorance. Mr G. Cave- moved an amendment to a sub-section^ of the Veto,; .Bill, proposing instead of the speaker .deciding what bill is a: . money bill, the matter be decided by a joi*nt committee, composed of seven members of each House, the speaker .pre siding, and having a casting vote. This was negatived by 25.3 , to 180.
Mr C. Wortley's amendment that the speaker's certificate declaring any Bill to be a money Tnll shall accompany the bill to the Lords was accepted
