The Marquis of Normanby is not "Governor" of New Zealand. Her Majesty V Commission merely appoints him Administrator of J jhe Government of the Golpny.of 28 ew Zealand, "in case of the death, incapacity, or absence from ,Our said Colony of Our Right Trusty and ! Well-beloved- Councillor Sir James Fer- ! gusson." The Commission as published in the V Gazette *' goes on to say : — fIi AM fartner'- know you, that We do herabjr Appoint that this Our present
Commission shall for the time supersede Our Commission under Our Sign Manual and Signet of the fourteenth day of May, 1873, in the thirty-sixth yearj of Our reign, appointing the Chief Justice or the Senior Judge for the time being of Our Colony of New Zealand to be Administrator of the Government of Our said Colony in the event of the death, incapacity, or absence from Our said Colony of the said Sir James Fergusson, and that so long as you are administering the Government under this Commission, the said Commission to the Chief Justice or Judge shall be taken and deemed to be suspended." We notice that all official proclamations are signed by the Marqnis of Normanby, not as "Governor," but as "Administrator of the Government."
