We congratulate Mr John White upon his election aa Speaker of the first Provincial Council of Westland. We have no doubt that he will discharge the duties of his important post efficiently and conscientiously ; the only possible danger that he is likely to fall into is a temper, not' always controlable, and apt to run away with his discretion. A3, however, Mr White is shut out from taking an active part in the discussions of the Council the temptations to indulge in his natural fervidity will not be many, and the dignity of his office will doubtless act as a restraint.
