It will be noticed that the Superintendent has carefully abstained in his speech from any allusion to the question of his Executive, further than by telling the Council that the Legislative and Executive functions of the Provincial Government must be kept distinct, and intimating that it would be necessary, as one of the first acts of the Council, that an Ordinance providing for the administration of the Government should be passed. If the Superintendent has not already prepared a Bill for this purpose, it would be perhaps as well if a resolution were at once tabled affirming that it is desirable that there should be at least one paid political member of the Executive. This would test the question, and an Ordinance could afterwards be introduced in accordance with the sense of the Council.
