April 21. An official inquiry has been held by the Board of Trade into the loss of the Atlantic steamer. The supply of coal is held to have been dangerously insufficient, and the whole system of managementglaringly deficient. The captain's certificate was suspended for'two years, and the fourth 1 officer's for three months. A rule nisi has been granted at the instance of Messrs Norwood, shipowners] calling upon Mr Plimsoll, M.P., to answet a criminal information for libel, arising out of the question relating to the mercantile marine. The French Atlantic cable is broken. April 22. ; The heavy portion of the Australian February mail has arrived. Fawcett's Bill for abolishing the Tests in the Dublin University has passed a second reading. Spain. . The Carlists have been further defeated by Government troop 3in Northern Spain. The Nord Deutsch Zeitung has endorsed the opinion of the Russian press, of conferring on the Khiva question, and ridi-i cules English feelitig on the question. Bombay, April 22. The Dutch have been disastrously repulsed in attacking Acheen, and compelled to retreat to the coast. At a council of war held it was resolved to suspend the further progress of the expendition until autumn, in consequence of the monsoon. The blockade continues. In the House of Commons, Mr Eastwick, member for Penlyn^ in moving for the production of correspondence on the Khivan question, dwelt at some length on the alarming progress made by Russia in Central Asia,' and advocated close alliance with Persia. Mr Grant Duff, Under Secretary for [ndia, in replying, denied that theßusjian advance justified any alarm, though ie admitted it was a matter requiring vigilance. The motion was then withdrawn.
