BOROUGH COUNCIL.

The usual fortnightly meeting of the Borough Council took place at the Town Hall, last night. Present — The Mayor, Councillors M'Gregor, Glenn, Moore, Woolcock, Coates, Reid, and Kerr. The minutes of the previous meeting were read and confirmed* A letter was read from Mr Knowles, Under-Secretary for Public Works, stating that the services of the Town Surveyor would in all probability no longer be required by the General Government, as an engineer had been appointed for the district. — Letter received. A memorial was read from a number of ratepayers, requesting that the Transit Shed should be placed near Albert street. After some discussion, it was resolved that the letter be received, and the site for the Transit Shed be discussed at next meeting of the Council. The Public Works Committee brought up the following report, the clauses of which were read and discussed seriatim and adopted : — " Your Committee have the honor to recommend that, in addition to the conditions now imposed upon letting any coal wharf, that a clause be inserted, limiting the amount of coal to be stacked upon the wharf to a maximum of five feet high, and that Messrs Lloyd and Buck be compelled to comply with this resolution. " 2. That Mr George Martin should be allowed to deck the wharf at the same rate as was paid by the Council for the contract let to Messrs Lloyd and Buck ; and that any extra work be paid for as per schedule of prices to be submitted by the Town Surveyor. "3. Your Committee recommend that the yard adjoining the Town Hall be proclaimed a public pound, and that the poundage fees be double the amount contained in schedule A' of the 'Impounding Act, 1847 ;' also for food, to be as follows : —For every horse, mare, gelding, mule, ass, colt, filly, or foal, 4s ; do, bull, cow, or steer, or heifer, 3s ; do, calf under six months, Is 6d ; do, sheep or lambs, 6d ; do, goats, Is 6d ; boar, sow, or other pig, ]s 6d ; and that the County Chairman be requested to sanction the above schedule. "4. Your Committee recommend that a salary of L 5 per annum and 25 per cent, of the amount charged for poundage fees be paid to the poundkeeper ; and that 25 per cent, of the poand^e fees be paid to any person driving any cattle to the pound." - 1 " The following report was read from the Town Surveyor relative to the petition of ratepayers presented at last meethg, asking for the construction of Alexander street south : — " I have the honor to inform you that I have taken the running levels of Alexander street, and find the street rises 52ft in 165 ft from Murray street. In other words a block cutting, 36ft deep, will have to be taken out in order to get a gradient 1 in 10, which is the maximum gradient I would advise for the town. As this cutting of 36ft would destroy the adjoining sections on each side, I would advise the Council to offer to make the road as far as town belt, 1 2 chains, at a cost of Ll2O, provided the occupiers of land gave up portions of their sections on the flat to be used foi that purpose." Consideration of the memorial and the report was deferred for one month. The Council adjonrnrd until Thursday • vening.
