The last weekly edition of the Illustrated News was seized by the police, because it contained insulting caricatures of the Prussians. Thiers prohibits public banquets and popular demonstrations of any kind on the 21st and 22nd of Sept. Reports of the assassination of French officials and citizens in Paraguay are confirmed. Orders have been issued stopping work on military defences near the Mont Cenis tunnel. The Department of Aude has been threatened with being declared in a state of siege on account of attacks on the military by the inhabitants of Aboone. The Congress of the •International Society held its first public sitting at Hague on the sth September. The President of the Congress, in a violent speech, denounced General Trochu as a traitor to his country, and called Jules Favre a wretch. Several French members withdrew disgusted. Before the adjournment of the session," the Congress adopted a resolution, the object of which was to convert the International Society into a political organisation. A large number of French Communists are at Hague. It is stated that] a large number of condemned criminals are at present there incognito.
