PROCEEDINGS IN PARLIAMENT.

Wellington, Aug. 6. Mr Curtis has given notice of the following motion — "That in the opinion of tho House it is expedient that the Colonial Government, without divesting itself of its responsibility for the proper conduct of public works authorised by the Assembly, or of the sole control of all moneys voted by Parliament, shall avail itself of the services of the existing Provincial organisation ; that the duties of the Resident Ministers and General Agents of the Colonial Government shall, in the respective Provinces, devolve on Superintendents and Executives as agents of the Colonial Government, unless it is otherwise determined by the Colonial Government upon its responsibility."

Mr Reynolds baa given notice of the following : — " That, in order to provide for the Colonial Legislature dealing only with subjects of Colonial importance, and to secure efficient economical administration of the Government of the Colony, the existing Provinces should be abolished, and two Provinces be established, one for the North Island and one for the the Southern Island, with a Central Government dealing with matters to be agreed on of purely Colonial concern, and that an equitable adjustment of annual charges arising out of the burthens of the Colony be made. Further, that a Bill giving effect to this resolution be introduced during the present session." The Permanent Officers. Salaries Bill was read a second time.

The Tramway Bill was passed. The House in committee~on the Licensing Bill, the postponement of the first 31 clauses was carried by 32 to 31. Clause 32, the first of the prohibitory clauses, was then considered, and rejected on a division by 38 to 24. Mr Yogel then suggested the withdrawal of the Bill. Mr Fox refused, as the other provisions were valuable ; and the Bill isbeing proceeded with. A new writ has been issued for Caversham. -
