AMERICA.
The epidemic of small-pox is increasing at a fcerful rate in the northern cities. Senator Sumner has introduced, a resolution to investigate the sale of arms to the French during the German war, causing lengthy and bitter debates. . Archbishop M'Cluskey takes the American Primacy held by the late Archbishop Spauldiug. The Fenians are much excited over the prospect of a war with Great Britain, and boast that they can raise 100,000 men in 60 days. A war steamer has gone to one of the Navigator Islands to establish a coal depot for the Australian line of steamers. She will put the island under American protection. The Revolutionists have possession of all the Northern States of Mexico, and the Juarist Government are calling on the States for aid. Toronto, Canada, has tost property valued at half a million dollais by fire. The reply of Secretary Fish to Earl Granville's note is not completed, but the points agreed on as the American stgtement of the case will not be altered. The overland snow blockade was forced through on the 16th February, and trains are now running up to time. Continued rain storms in California have injured the crops. In Congress, a House Committee on Commerce agreed to a Bill providing a Board of Commissioners authorised to contract for seven steamship lines, including one from San Franoisco to Australia, paying ten dollars per ton subsidy
per annum for five years. It is believed that the Bill will pass. The Moses Taylor arrived at San Francisco on February 29th.
