£24,000 FOR ROADS ON SOUTHWEST GOLD FIELDS. CONFLICT WITH UPPER HOUSE. [from our own correspondent.] Wellington, Nov. 8. The amendments made by the Legislative Council in the Payment to Provinces Bill were disagreed to by the Lower House, and a resolution was passed that the Council, by interfering with the appropriation of public moneys, has exceeded its functions. A conflict of the two Houses is probable, in which case Government will swamp the Council with new members, and bring in a bill reforming the constitution of that body. Curtis's party has at last consented to allowing four-elevenths of their share of the Middle Island Railway Fund for roads on the Gold Fields. This will amount in all to about L 24.000. This concession is entirely due to the efforts of Messrs Harrison and O'Conor. To-day Mr O'Conor presented a large petition from the miners of Reefton and Murray Creek, for the immediate coustruction of a road from the Inangah.ua to those places.
