TURKEY.
A despatch fro ai Constantinople reports 70 deaths from cholera in one day. The water supply was failing. Subsequent news states that cholera was subsiding in Turkey, Russia, and Germany. The Moorish Cabyles, at Segasta, menace the Sultan's authority in Turkey. Troops have been despatched, but the Spanish Government remaius passive unless its flag is insulted.
