WATER RIGHTS.

Sir — I saw in last week's Argus a letter wgned-JL' Grey Shirt," complaining of some defects in the Gtold-3j | iolA»--ao g uia— tions of Westland, that have special reference to water rights. In regard to the grievance set forth by the writer in question, I beg leave to make the following suggestion : — As all power is vested and exercised by the County Chairman for framing and amending the Mining Regulations, information bearing upon the subject referred to should directly be made known to him. It will be seen by referring to the Argus of a very late date that the County Chairman has actually gazetted a new set of rules emanating purely and imperatively from his sole prerogative to deal with water-races. I simply take the liberty of pointing out this matter, as it may not be generally known to. miners. lam not aware of members of the County Council having the power of revising imperfect regulations. — I am, &c., A Miner.
