London, August 4. After a long and animated discussion the' House of Lords, on a preamble of the Irish Church disestablishment Bill, a division took place on the 20th July. The Lords maintained the ainendmeuts already made. The numbers were 173 for certain amendments and ninety-five against. Seeing the strength of the opposition Lord Granville immediately adjourned the debate. A compromise was subsequently effected between the Government and the opposition. The Bill has since received the royal assent. An animated debate took place in the House of Commons on the 23rd July, on the stat* of affairs in New Zealand. On behalf of the Government Mr Mounsell spoke, and attributed the present alarming position of the Colony to the neglect of the colonists to provide for their own defence, and their self-will in interfering with the troops. He entirely deprecated finy interference ou the part of the Imperial Government. Mr Adderley followed in the same strain. A Billlhas been introduced into Parliament, providing for the erection of a lighthouse on the Great Bass Rock for the coast of Ceylon. The estimated cost is L 65,00 0; an increased toll on shipping of one halfpenny per ton is proposed. Mr A. Dowell is appointed. JudgeAdvocate General. Bishop Salisbury is dead. The Bill placing all English telegraph has passed the legislature. The Treasury decided to withdraw the postage privileges- granted in 1867 to officers in the Indian Army and Colonies, Mr Warburton, High-Sheriff of Queen's County, Ireland, has been shot. It is supposed to have been an agrarian outrage. The Queen intends visiting Ireland next year. The French Atlantic telegraphic expedition reached the America coast on the 24th July. The Viceroy of Egypt has returned hurriedly from the Continent to Egypt in consequence of receiving important despatches from Constantinople. The sudden recall caused much speculation, but the cause Jias not oranßpir-ed. Anew French ministry, consequent on the resignation of the former officials, -has been constituted. Latour Lauvergne is Minister of Foreign Affairs ; Forcade la Roquette, Minister of the Interior ; Marj shal Niel, Minister of War; Admiral Genouirly, Minister of Marine ; ChasseI loup, President of the Council. Rouher : is appointed permanent President of the Senate. The sittings of the Corps Legislatif were prorogued until November. In Spain, a conspiracy has been discovered to assassinate Serrano, General Prim, and Rivero. In Madrid a conspiracy in aid of Don Carlos hae exploded. He entered the Province of Novaria, when he was pursued by the French police to the Spanish frontier. The Duke of Montpensier also entered Spain, and notified his intention to claim his right by virtue of his marriage. A rebellion in Affghanistan, headed by Ismail Khan, nephew of the Ameer, has been temporarily suppressed ; Shere Ali captured the ringleader, but spared his life, and sent him and his two brothers to Kohat. Ismail Khan, however, escaped on the road thither, and is now hiding in Affghanistan. Shere Ali is becoming popular. The Bombay Gazette reports as news that New Zealand had declared her independence. In the House of Lords on the 23rd July, the Duke of Argyle submitted the Indian Budget, a lengthy discussion ensued. Admiral Seymour is dead. Latest telegrams from Spain say that the (Jortes lias been prorogued. A dreadful colliery explosion- occurred at Wigan, and forty-eight persons have been killed.
