(Prom the West Coast Times.) Christchurch, May 28. In the Provincial Council yesterday, the report of the Provincial Revenue Apportionment Committee was brought up. It recommended a division of the Province into two parts, the Rangitata to be the boundary line ; the southern portion to be a County, under the rule of a Board of fifteen members, to be elected by the people ; the Chairman to be elected by the Board, and have the same power as the Superintendent, without, however, power of vetoing any resolution. The Land Revenue, it is suggested, should be permanently allocated and apportioned by the arbitration. The Committee say that in framing the scheme they have carefully avoided throwing power into the hand 3 of the Central Government. The subject of the report will be discussed next Tuesday.
