London, October 3. The inhabitants of Madrid have elected a Council of Government under Snmpta by universal suffrage. The whole of Spain joined in the revolution against Queen Isabella. at Paris on her return to England on the 2nd October. J Hopes are entertained of the speedy settlement of the American claims on account of the Alabama. September 29. A great revolution has broken out in Spain, headed by the Duke do la Torre and General Prin, who commanded the troops at Cadiz. The insurgents immediately became masters throughout Andalusia, Seville, Estramadura, Corunna, Galicia, and Santander. A Provincial Government has been formed under General Espartero. The Government have published a proclamation or manifesto in favor of the liberty of the press, of education, of religion, and of commerce ; also, of universal suffrage, and the abolition of the Burbon dynasty. The late Ministers of the Queen have fled for refuge to France. Queen Isabella remains at St. Sebastian. A battle between the Queen's troops and the insurgent forces is hourly expected near Cordova. The insurgents are masters of the whole fleet. General Prin, with three frigates, anchored before Carthageiia, which, together with Granada, subsequently joined the revolutionists. Obstinate fighting has occurred at Santander, in which the insurgents were worsted. It is reported that the demand of Italy for the total evacuation of Rome by the French troops has been officially denied. The Republicans have carried the elections in the State of Maine. The Oriental Bank had declared a dividend at the rate of 12 per cent. A panic occurred on the Paris Bourse on September 17, in consequence of the apprehension of war being entertained. The King of Prussia has made two pacific speeches. J Serious disturbances have taken place j in Georgia, in the United States of America. Thirty-five persons were killed. It is stated that great reductions are , contemplated in the British Army, comprising amongst others, a reduction of the forces in Australia. Madame Rachel, convicted on her second trial of obtaining money under false pretences, has been sentenced to five years' penal servitude. Sir John Young, late Governor of New ] South Wales, has been appointed GovernorGeneral of Canada. . Dean Milman is dead. The Messageries Imperalies are to run steamers alternately with those of the P. and O. Company to China. The latest telegrams from Spain announce that the insurrection is everywhere j triumphant. The Royal troops were defeated near Cordova. Madrid has fraternised with the people, and the revolutionary Council Government has proclaimed the j downfall of the Bourbon dynasty. It decreed universal suffrage, constitutional courts, &c. The wool sales which ended on the 30th September, show that 23,000 bales had been withdrawn. Prices obtained were from 2d. to 4d. below those realised at the June and July sales.
