GENERAL SUMMARY.

London, August 3. The Queen is in good health. The Emperor Alexander of Russia signed a ukase, to be in force for five years, abolishing in a great measure compulsory military service. . A terrible accident has occurred at the Music Hall, Manchester. During a performance, the gas escaped, and a cry of fire was raised, causing a rush to the door. The staircase gave way, and twenty-five persons were killed and eleven injured. A public meeting has been held a Vienna condemning the exclusion of Austria from Germany, and protesting against the proposed solution of the German question. An insurrection is feared in Cadiz, for the purpose of placing Don Juan, eldest son of General Cabiera, on the tlirone of Spain. Six cardinals were appointed at a late Concistory at Rome, viz., Merode, Chigi, Talbot, Randie, Ferrans, and Sagretto. The number of Fien ih soldiers arriving at Civita Vecchia excejls the number of those removed. The Pope's health continues good. Dr John Eliotson, the mesmerist, is dead.

Armed insurgents have again made their appearance in Arragon, and troops were sent to disperse them. Lord Stanley and M. Moustier have had a conference at Paris. While the present relations existed between England and France the future peace of Europe was guaranteed. Napoleon, has gone to Fontainbleau. It was a cousin of Judge Tashington, and not the Judge himself, who died recently. A concession for laying a submarine telegraph cable from the Spanish Antilles to Mexico, had been granted to Senor Jose Cacies. The Czar and the King of Prussia have had a friendly interview. The first private execution under the amended criminal law of England took place in London, on the 13th, when Maidstone Wells was hanged for the murder of the station-master of the Dover railway. Only the prison officials and reporters and three private citizens witnessed the execution. The weekly statement of the Bank of England shows a decrease in bullion of J571,000. Scotia has adopted resolutions that " It ia necessary to use every means to extricate the people of Nova Scotia from the confederation that has been forced upon them, without their consent and against their will." A Ministerial crisis has taken place in Brazil.
