on the 3rd. It enlarges on the civil war and its results, the paralized condition of the South, the growing feeling averse to negro supremacy, and speaks of enormous frauds perpetrated on the Treasury, and reviews despondingly the finanical condition of the country. It states that the public debt on the 30th June last w;is 2, 692,901 ,21 5 dollars, showing reductions . during the fiscal year, of . 91,220,664 dols. The military strength was 66,315. A general Indian war had been averted, i The building of the Pacific Railway is I progressing. The President's speech caused great excitement. A motion for his impeachment was lost by 108 to 56. The cotton tax has been repealed in the House. Horace Grooley's nomination as Minister to the Austrian Court was confirmed, but he declined the post. The accounts from the Southern States are alarming; yreat .distress prevails among the whites, and a general rising of the blacks is feared. A terrible affray occurred in Broadway between two rival negro minstrel bands ; angry words were followed by pistol shots Tom Sharply was killed, and a man named Kelly received a ball in the head. General Grant's chance of the Presidency improves. Mrs Buone, widow of the actor, poisoned herself and four children on the 25th. There have been very severe storms, the hoaviost ever known in New York ; ferries, railways, and all communications wore stopped. New York, Dec. 16. Negro Delegation from Southern States waited on Tlnideus Stevens and General Butler. Danish Commissioners in charge of cession of Danish West Indian Islands to the United States have arrived at Washington and been handsomely received. Secretary Stanton will not be restored to head of War Department,
