THE ROMAN QUESTION.
It has been definitely ascertained that the European Conference, proposed by the Emperor Napoleon on the Roman question has failed. Assemblage wan to. have taken place in Memel, on the Bth inst., but some difficulty was experienced in diplomatic correspondence. Before the, day arrived Paris was spoken of as the place of meeting; the form of representation was changed but the same day adhered to, Subsequently, after delivery of a speech by the French Minister, Rouhier, to the Legislature, oh the subject of the relations between Borne and Italy, ' in which he declared that Italy could never go to Rome by force ; and owing to the hesitancy of the Powers, on the ground of jnutility, it has since been ascertained that the Conference or Congress will not assemble at all. The Great Pqweni have positively refused to attend. The Austrian Premior advocated the assembling of the Roman Conference with powers unpledged. In the Italian Parliament, Prime Minister Menebrea justified the arres.t of Garibaldi. Many political arrests are. said to have been made in Italy. The Italian Government has ordered 309,000 Chassepot rifles. ' Garibaldi is still held as a. prisoner at Caprera.
