' - - 4s And so on, mcx 4 easing 2s for every additional ounce or fraction of an ounce. - Letters sent to or by seamen and soldiers in Her Majestyfo Service -will be transmitted within the Colony, and between the Colony and any post-office in the British dominions, at a charge of Id, provided that the following regulations are observed : — ~ • Each letter must "not" be more than half an ounce in weight. It must be superscribed with the name 1 of the writer, description or class in the vessel or regiment, and signed by the officer at the time in command. Postage riiupt be prepaid. Letters on the public servipe of Her Majesty's naval and military forces are exempted from the payment of postage; if bearing the words "On Her Majesty's Service," arid the signature of the ofiicer in command of the force on the service of which the letter is despatched. . , Letters on the public service of the General Government of the Colony are transmitted free by post, if bearing the; words '-'On the public service only," and tlie signature of an officer of the General Government authorised to frank official letters. Sent free to any part of the Colony, if published therein, and posted within seven days from publication. If not published in the Colony, or not posted witbin seven days from publication, one penny. > ■< Free to the United Kingdom, via Southampton or by direct ship. For the United Kingdom, via Southampton, and from one port of the Colony to another, not exceeding 4 ozs in weight, 4d; exceeding 4 ozs and not exceeding 8 ozs, 8d; exceeding 8 ozs and over 1 lb, Is 4d ;.• and Sd for every additional half pound or fraction of half a pound. ' The above rates are doubled to the United Kingdom via Marseilles. : REGULATIONS. ' All letters," packets, and newspapers, if liable to postage, posted m New Zealand, must be prepaid by affixing postage labels of the Colony of sufficient value. All letters received from beyond seas; at any Post Office in this Colony, which have not been- regularly posted at' the place 'of despatch (loose letters), are chargeable with full postage,, according to the established rates, unless they are' letters which it is not compulsory by law to send by. post, in which case they are chargeable with the inland rate of postage only. . : ■ ' Letters and packets liable to more than oiie rate of postage, and addressed to places -within the Colony or to the United Kingdom, if bearing at least a single rate, will be forwarded and charged with the postage defi-~ cient, arid another single rate as a fine. Letters and packets so addressed, and bearing less than a single rate of postage, and all letters and packets otherwise addressed, not bearing the full postage chargeable, 'will be detained and returned to the sender in all cases where practicable.
