Alarming , war rumors prevail. In Vicuna there is groat activity in arsenals. A ustria lias sent a circular note to the great. non-German powers, disclaiming responsibility of Avar with Prussia on the question of the Duchies. ■ Plans have beuii drawn for constructing a, large railway network, embracing the whole of the interior of the empire. Kccruiting for the Mexican volunteers has commenced in Bohemia. Disgraceful excesses have been committed against the Jewish population ; houses plundered ; great riots. The fortifications of Cracow are being armed, and the works are earned on night and day. It is rumored that Prussia offered Austria fifty million thalers tp cede her rights over the Duchies.
