FRANCE. The Emperor's speech of March 22, in answer to the address, is significant on the subject of liberty. It says, France requires a liberty to enlighten, control, and discuss the actions of Government, not to be in arms to undermine and overthrow it. The high destiny of France will yet be accomplished in my hands. My guarantee for this is the assistance of the great body of -the state, the devotion of the army, the patriotism of the citizens, and Divine protection. The speech was criticised as showing signs of weakness. The conference of the Danubian Principalities has resumed its sittings. It proposes to maintain the union between Moldavia and Wallachia under one sovereign, and afterwards to discuss serious questions relating to 'the equilibrium of Europe. Napoleon has returned to Paris. A second experiment upon' an old frigate with a machine for the destruction of vessels at sea, has been made. The effect was tremendous, the frigate .sinking immediately.
