The Bank rate remains at 5, and the market rate of discount at 3|- per cent. The total reserve in notes and bullion in the Bank of England is .£11,200,000. The proportion of the reserve to the liabilities is 40 per cent.; New Zealand securities are Five per Cent. 10-40 Loan, 105 J ; Five per Cent. 18S9 Loan, 108 ex div. Four-and-a-Half per Cent. 1579-1904 Loan, 101£. Adelaide wheat, ex warehouse, 49s ; New Zealand wheat, ex warehouse, 43s 6d to 40s 6d ; Adelaide flour, ex warehouse, 34s ; Australian tallow, best beef, 425; mutton, 44s 6d. PARIS, December 21. The French Government has definitely decided to equip an expedition to Tonquin for the establishment of a French Protectorate over that place, and it is announced that a vote of credit to defray the expenses of the expedition, amounting to eleven million francs, will be proposed, instead of nine millions, as stated by M. Duclerc in the Chamber of Deputies on the 9th instant. BERLIN, December 21. It has transpired that measures will shortly be adopted for increasing the garrisons on the Eastern frontier of the Empire. Additional barracks are to be erected, and railway extension will be rapidly carried on. ALEXANDRIA, December 21. General Sir Evelyn Wood, who has accepted the position of Commander-in Chief of the Egyptian army, arrived here to-day. The statement that M. Bredif has re sumed his former position as Controller. General of Egyptian Finances, is now authoritatively denied. Received December 23rd, 0.50 a.m. CAPETOWN, December 21. Telegrams are to hand from Pietermaritzburg announcing that all arrangements for the reinstolment of Cetewayo as King of the Zulu tribes have been completed. Accompanied by British officers* who will take part in the ceremonial of installation of the King on his arrival in Zululand, and escorted by a strong detachment of British troops, Cetewayo set out for his capital from Pietermaritzburg today. Received December 23rd, 0.50 p.m. BERLIN, December 21. A serious accident has occurred in a mine at Weßtphalia, whereby twenty-five men lost their lives. A rope attached to a cage, in which the miners were being brought up to the surface, broke, and the men were precipitated to the bottom of the shaft. Algernon Thomas, of Oxford, Professor of Natural Science, has been appointed by the Agent-General to the Auckland University, and Thomas Tucker, a Fellow of Cambridge, Professor of Classics and English, to the same institution.
