BOROUGH COUNCILS.
SYDENHAM. The usual meeting of this body washeld at their Chambers last night. Present — His Worship the Mayor, Crs. White, Andrew, Coomber, Brown, Forrester, Pavitt, Webber, and Sherlock. Letters were read from the Christchurch District Drainage Board, asking the Council to at once take proceedings to recover all outstanding rates. The letter was referred to the finance committee. From the chairntan of the Canterbury Insurance Association, as follows :
The Town Clerk of Sydenham. Sir, —In reply to your letter of the 10th ult. I beg to inform you that at a meeting of this Association held on Monday last the request contained in your letter was considered. lam requested by the Association to say that, as all the funds at its disposal for the current year have been allocated, any donation from the Association towards the establishment of a Fire Brigade for Sydenham must therefore remain in abeyance till the end of this financial year, viz., 31st March, 1883, when, if the members of your Council still entertain the idea of establishing a fire brigade, your request will again be considered. I have, &c., AV. Chrystael, Chairman. Christchurch, November Bth, 1882. The letter was referred to the fire brigade committee. Cr. White read the report of the works committee. The matters treated of were trivial.
The report was received and adopted. The report of the finance committee was read and adopted. The receipts for the past fortnight were stated to be £IBO 19s 2d, expenditure £027 13s 7d, and the credit balance at the Bank £Bl4 Os sd. In reference to a disputed account between the Borough and the Spreydon Eoad Board, the committee asked the direction of the Council. The matter was held over for consideration in committee. Mr Eussoll attended as a deputation from ratepayers in Colombo street, and asked that the footpaths in that locality ho korhed and levelled. After hearing him, the Council promised to consider the case, and referred it to the works committee with power to act. Cr. Andrew, referring to a request forwarded seven weeks ago to the Board of Health, requesting that all cases of contagious disease might he reported to the head master of the Sydeuham school, made some very severe remarks about the difficulty of getting an answer to communications from Government departments. He moved that the Board ho interviewed on the subject. This was agreed to. Cr. Andrew gave notice of motion for next sitting—“ That the standing order restricting the hours of husinessat meetings from to 7 to 10 p.m. ho abolished.” In further consideration of the dispute with the Spreydon Eoad Board, it was resolved to postpone for the present any action in the matter. This being all the business, the Council adjourned. LYTTELTON. The usual meeting was held on Monday night. Present —the Mayor, Crs. Chalmers, Macdonald, Stinson, Eeed, Garforth, Webb, Pyfc, Dimond, AVoyhurne. The receipts were £123 Os 4d. It was resolved —That the by-law relating to public lamps come into operation on December Ist. J. Forrester reported that the Government Surveyor had found that the Botanical reserve was wrongly surveyed, and he was entitled to part of what was now fenced in by Morten and AYhite. The estates committee wore empowered to deal with the letter. J. A. Graham wrote, letting his quarry to the Council for £lO per annum. Kinsey, Ward and Co. were allowed a monthly water account. AV. Holmes asked that he he supplied with water free for his laundry, not as at present charged for as per meter. Cr. Fyfe suggested that he he summoned for the water account already owing by him for the past twelve months. It was decided that he first square before the letter he considered. Accounts
[for .£B7 14s lid were passed for payment. Several applications for water by residents at the Heath cote valley wore granted, to bo paid by meter, with the exception of Mr Wilson, which would necessitate opening the main between the pumping station and the reservoir. The following tenders for the sewer in Voelas road wore opened : George Ware, £313 10s, and concrete 45s per yard; Dix and Collier, £789 7s 6d and concrete 40s ; Stocks and Clark, £G92 3s Gd and concrete 355; Salt and Co., £BO7 ; J. Brighton, £lO3l 14s 6d, concrete 40s. One tender was informal, the cheque not being a marked one. The tender of Stocks and Clark was accepted. Messrs J. Kenner, E. Blacklor, and J. Thompson were applicants fur the position of clerk of works. Left with the works committee. Aftersome unimportant business, the Council adjourned. ___________
