BOROUGH COUNCILS.

LYTTELTON. The above Council met on Monday night, and held a special meeting prior to the ordinary one, at which a by-law relating to the street lamps was confirmed. At the ordinary meeting there were present the Mayor and Councillors Chalmers, Macdonald, Stinson, Reed, Garforth, Fyfe, Dimond, and Weyburne. The receipts since the preceding meeting were .£302 11s lOd. The Council’s approval was given to the request of Messrs Harman and Stevens re the new roads on Lord Lyttelton’s property. It was stated that such approval did not bind the Council to take the roads over when they were completed. A reduction in the price of gas by the Gas Company was reported, from 8d per lamp to 7d per lamp. Mr Marsden, Heathcote Valley, asked the to supply him with water. The, application was left with the water supply committee. Accounts for £221 13s lid were passed for payment. The works committee reported they were of the opinion the proposed bathing place could be erected for the amount tendered for by Messrs Dix and Collier, but the committee did not feel disposed to recommend that the Council should construct the baths by day labor, the tenderers having withdrawn from the contract, preferring that the vote of the Council should be taken as to whether it was advisable to go on with the work. The committee also reported recommending part of Voelas’ road culvert be inverted, and the upper part be covered. They recommended that tenders for the culvert work be asked for. The recommendation was adopted. The proposal to put up a bathing place was left in abeyance. Mr James Graham’s quarry was rented for twelve months for .£lO. After some minor business the Council adjourned, a vote of thanks being just previously passed to the delegates from the Council who had attended the convention on the West Coast railway question. SYDENHAM. The usual fortnightly meeting of this Council took place last night at their Chambers. Present—His Worship the Mayor (in the chair), Crs. White, Andrew, Brown, Pavitt, Forrester, Webber, Comber, Sherlock, and Ashworth. Letters were read from the Drainage Board asking the Council to prevent, as far as possible, damage to drains. From the same, agreeing to allow the use of their tanks for fire prevention purposes. The letters were received, and the latter was referred to the fire prevention committee. From the Railway Engineer, declining, on the part of the Government, to make improvements at the Durham street railway crossing, but offering to carry them out at the cost of the Council. The letter was received, and the matter was referred to the works committee. From the Crown Lands office, informing the Council that the Crown grant for reserve R.S. 30494 had been signed in favor of the Council on October 28th. The letter was received, and the works committee were requested to take steps to let the reserve. From the solicitors to the Board, covering an opinion re dispute with the Spreydon Road Board. Referred to the finance committee. From Messrs Williams and Million, enclosing plans for roads through Sec. 23S and 239. Letter received and referred to the works committee. From Mr Hoddinot re purchase of soil, and from foreman of works re the same. Referred to the finance committee, with power to act. The works committee reported that the lowering of footpaths in Colombo road would be put in hand soon. They called attention to the encroachments of fences, recommending that a legal opinion on the matter be obtained. They had made a claim on the Drainage Board for compensation for damage done to the streets by the laying of the sewage pipes. Further correspondence had taken place with the Heathoote Road Board and Mr Cole, respecting the making of a side channel on the west side of Wilson’s road. The! report was adopted. The finance committee reported that the receipts in the past fortnight had been £203 14s, and expenditure £209 13s. The credit balance at the Bank on November 6th was £B9l Is 9d. An item of £1 12s 6d, for purchase of statutes, was struck out, and the report was then approved. Cr. Forrester moved, Cr. Brown seconded—- “ That the valuation of the property in the borough be conducted for the Council, independent of the property tax assessor.” Cr. Webber moved, as an amendment — “ That the valuation of the assessor be accepted.” Finally, the matter was allowed to stand over, to be decided at a special meeting to be held on November 13th, and' the Council adjourned. A special meeting was then held, at which certain claims for compensation for land to bo taken for the extension of streets were considered and adjusted.
