Leonard H. Courtney, M.P. for Liebeard, Cornwall, Financial Secretary to the Treasury, addressed his constituents et Torpoint last night. In the course of Ins speech he referred at length to the Egyptian question,*and stated his opinion that Egypt must bo required to defray all expenses attending the suppression of the rebellion in that country. Received October 13th, 2.10 p.m.
Mr Leonard Courtney, in his speech At Torpoint yesterday, further stated that England's policy was to detach Egypt from the suzerainty of the Saltan, and to take steps to establish European guarantees for the proper administration of the country.

The delay of the English Government in announcing their policy with regard to Egypt is causing much anxiety, and the the attitude of the lower class is becoming hostile.
The " Times" says that counsel was denied to Arabi.
A Conference, to take into consideration the protection of telegraph cables, will open at Paris on tho 16th. A fund in aid of those who were wounded in T?gypt has been started.
