SELWYN COUNTY COUNCIL.
Tuesday, Sbrtbmbhb 26. The ordinary monthly meeting cf this Council took place at 10.30 a.m. Fressnt— Messrs E. J. Lee (chairman), Mathias, Bnyn, McMillan, Dunlop, Westonra, Jones, and Foryman, The Chairman stated that he had instructed the fordsman to out down the terraces where required at Dobbin's ford, and to make the road as good as possible. Mr Dobson had forwarded a report as to the best site for constructing a bridge at Dobbin's ford. Tenders had been invited for constructing the head works of the race for supplying the Greendale district with water, but none were sent in. Steps would be taken to obtain tenders from local contractors. The Courtenay Road Board had egresd to rote £IOO to supplement a like amount from the county funds towards constructing the race. A tender had been accepted for erecting a cottage for the caretaker at the Hororata water race. The Avon Road Board recommended that the clerk should be appointed registrar of dogs for the district. It would bo necessary to arrange for a supply of dog collars for the ensuing year. The surveyor had sent in an alternative plan for rebuilding the culvert on the R'ooarton road with concrete and timber. The work of building the Feudaltown bridge was now in hand, the piles were ell driven, and was to be completed by 24th of October. In the report of the Board of Health proceedings at their hut meeting it bad been stated that a letter bad been received from a number of residents at Shirley, complaining of the disgraceful state of the slaughter houses existing In their district. Prom the inspector’s monthly report it would be seen that there was only one slaughter house under the jurisdiction of the County Council in the district, which was and always had been kept in a very satisfactory state. There were two other slaughter houses there which were licensed, but had not been used for some time. The report of Messrs Dobson and Son as to bridging the Bakaia at Dobbin’s ford, submitting the plans, two to cost £36,640, and the other for £30,450. It was resolved that the chairman submit the report and plans to a meeting of the 1 ratepayers of the district, to be held on Thursday next. With respect to the Hawkins’ water race, < it was resolved that the standing committee of the Malvern water race be authorised to ' take the necessary steps on behalf of the Council with the ratepayers concerned in the construction of the Greendale water supply. A letter was read from the Avon Bead 1 Board, pointing out that Mr Beatson was no i longer clerk to the Board, and asking that the . present clerk should be appointed. 1 The Chairman pointed out that Mr Beatson i was now clerk to the St. Albans Borough 1 Council, and occupied the old Bond Board • offices, whilst the Avon Boad Board offices ’ wore soma distance away. Mr Dunlop suggested that both officers might act. It was resolved to adopt the suggestion, and Mr Howe, the clerk to the Avon Boad . Board, was, in conjunction with Mr Beatson, . appointed os a registrar of dogs for the i county of Selwyn. , Messrs Westenra and Mathias called atten- ' tion to the fact that very few dogs were registered in their respective districts. The Chairman stated that there were only 1 2643 dogs registered this year, as against ] 3659 last. * After a long and desultory conversation, it ' was resolved that the matter of the appoint- * ment of a ranger or rangers for the remainder * of this year to carry out the provisions of ’ the Dag Act, be left in the hands of the chairman. , With regard to the supply of dog collars j it was decided to call for tenders for the en- . suing year. The Council decided to re-deposit £5003 , on a fixed deposit for twelve months, and £2OOO for B'T months. * A letter was read from the surveyor stating ' his estimates for building a culvert on the j Biccarton road in concrete and timber. Plans wore also forwarded. It was resolved—“ That too culvert on the Biccarton road, near the Hospital, be replaced in concrete according ' to the plans of the surveyor to the Boad Board.” _ J A letter was read from tho Biccarton Boad j Board, stating that the work of rebuilding the Fendaltown bridge was proceeding very 1 satisfactorily. It was resolved, “ That half the 1 cost of the bridge, £176 2s 4d, be paid in to the credit of the Biccarton Bead Board by tho Council.” ! The report of the caretaker of the Malvern water-race was read. It was resolved—" That the surveyor be in- 1 struoted to take the necessary steps to collect tho sum of £lO per head due for the present year for water on the lino of the Malvern water racs,” Mr Templar waited on the Council with reference to the M-dvern water race. He at present got no water, for some reason or other, and he wished to find out why tb'i was bo. Mr Mathias explained that tho causa of the water being short was that there was bad construction, causing a waste. The several holders of the block could not, it appeared, agree as to the construction. Mr Templar said that all tho expenses had been paid by him as per an aco uat sent to him by Captain Tosswill. The best course would be for tho engineer to go over the race and make a report to tho Council. The Chairman said that the Council would write to Mr Davis and instruct him to inspect the race and report. Mr Tempia? then retired. A telegram wns read from the Ellesmere Boad Board with reference to the Boggy Creek drainage, asking the Council for a further contribution towards the coat. It was decided to reply that the Council would consider the request at next meeting, on being informed what proportion of cost the Board intended to contribute. The Council, after passing some accounts, adjourned.
