[fbbbb association trlhobak.] LEGISLATIVE COUNCIL. Wednesday, Sbptembee 6. The Council met at 2 30. PETITION. The Hon. '.Mr No at at A presented a petition against the Crown Land and Rating Bill. BILLS. The Wellington Cemeteries Bill was read a second time. The amendments made on the Law Practitioners Bill from the House of Bepresentatives were agreed to, so also were the amendments made in the Auckland University College Bill. LAND ACT 1877 AMENDMENT BILL. On this Bill being called on for consideration in committee, Sir Geobob Whitkobh in a long speech thought the Bill should bo pat back until next session, and moved it be read this day six months. After further discussion the House divided, and the Bill was committed by 19 to 16, la clause 2 “ the one-third area” was struck ont by a division of 17 to 14. The debate was interrupted by five o’clock adjournment. EVENING SITTING. The Connell resumed at 7.30 on the Land Bill. After an hour’s discussion, Sir G. Whitmobb moved progress be reported with leave to ait again, but at the suggestion of the Premier, who thought it would be better to decide clause 2 first, withdrew it. The Hon. Mr Olitbb accepted, by way of compromise, that in the same clause "one-fifth” be the area of agricultural land to be opened for sale. The clause was then passed as amended by 18 to 9. In ol&nso 13, on the motion of the Hon. Captain Fraser, it was carried by division that 'the area of lease should be 82Q instead of 640 sores. At clause 27, The Hon. Dr. Pollen moved progress be reported with leave to sit again, which was lost by 10 to 11. After further discussion. The Hon. Mr Olives accepted the suggestion from the Hon. Dr. Pollan to report progress with leave to sit again. This was agreed to. PIBST HEADINGS. The Road Construction and Crown and Native Lands Bating Bills were read a first time and made an order for to-morrow. IN COMMITTEE. The Council went into committee on the following Bills : —Native Reserves, Borough of Hamilton Boundaries, Auckland (Improvement Act Amendment, Tea Examination, Auckland Railway Station, Fatea Harbor Land Bill. All were read a third time and passed. The Oonncil adjourned at midnight until usual hour.

HOUSE OF REPRESENTATIVES. ■Wednesday-, September 6. The House met at 2 p.m. AMENDMENTS AGREED TO. The amendments made by the Legislative Council in Trustees, Executors and Agency Company Bill w-re agreed to. QUESTIONS. Replying to Mr J. G. Wilson, The Hon. Mr Bollbston said the Government would, when there was a sufficient quantity of land open under the leasehold tenure, came the same to be notified in England. Replying to Mr J. O. Brown, The Hon. Mr Bollbbton aaid the Government had already taken a first step towards giving effect to the recommendation of the Goldfields committee, on the petition of Jas. Ferris and others. Replying to Mr J. O. Brown, The Hon. Mr Bollbston said the vesting of the Waipori commonage in local trustees would be equivalent to vesting a valuable tract of land in a few persons, as there was no local body at Waipori. Replying to Mr Bracken, The Hon. Mr Bollbston said survey chainmen were paid 9s to 10s per day, and he had no reason to suppose that they did not consider it enough. Beplying to Mr Conolly, The Hon. Major Atkinson said that he was not able to say what steps would be taken in the petition of Brownlee and others re erection of a wharf at Havelock. Replying to Mr Duncan, The Hon. Mr Johnston said a platform station would be erected at Waitaki South. Beplying to Tomoana, The Hon. Mr Johnston said compensation would be paid for land taken for railway purposes at Kikerarawa block. Replying to Mr Tomoana, The Hon. Mr Bbtob said as no farther steps bad been taken by the complainant, the caveat would be removed from the Omarakari block in Hawke’s Bay. GOTHBNMBNT BUSINESS. A resolution was adopted, on the motion of the Hon, Major Atkinson, that Governmeat business take precedence on Thursday. THE COUNTY ACT. This Bill was farther considered in Com. mittee. Clause 14 was passed without amendment. The House adjourned at 5 80. EVENING SITTING. The House resumed at 7.30 in Committee. COUNTIES ACT AMENDMENT BELL. In Committee the various clauses of this meeaure were considered, and agreed to after a long discussion, without substantial alteration.

Mr Weston moved a new clause, to give holders of miners’ rights vote* in the district in which they reside. • The committee divided on Mr Weston’s clause, which was carried by 41 to 23. Mr MoMiixan moved another new clause —That any County Council may prescribe the conditions upon which any works constructed by the Council for the purpose of water supply or drainage of land may be used, and the rates to be charged for the use of such works, and the water (applied by each works ; and in addition to any penalty imposed for a breach of a by-law, the Council may sue any person for the amount of any damage done by such parson to any such work.” Adjourned for supper.

The House resumed. Mr McMillan’s amendment was carried on the voices as a new clause. Mr Pykb moved as a further new clause—- “ That the county) chairman be elected by the ratepayers, for a term of three yean.” The Committee divided —Ayes, 19 j noes, 32. Mr Skddon moved, as a new danse— *• That all revenue received under the Goldfields Act, or any Act amending the same, be county revenue in the South Island.” The Committee divided —Ayes, 14; noes, 36 Mr Seddon moved, as a farther amendment—“ That no county chairman bo paid any salary.” The Committee divided —Ayes, 30 ; noes, 34. The Bill was then reported with amendments, which were agreed to. XHB BOABS AND BBIDGEB OONSTBUCXION BILL. This Bill was also reported, the amendments agreed to, and on the motion for the third reading, Mr MontCJOsibby again objected to the Bill, which, he said, was calculated to destroy the self reliance of tbe local bodies. Mr Hutchison also objected, and moved the adjournment of the debate, which was carried with consent. BHOOND SHADINGS. The following wore read a second time— Now Zealand Colonial Inscribed Stock, Babbits Nuisance, Sheep Act Amendment, District Hallways Act Amendment Bill. The House rose at 18 35 until 8 o’clock the next day.
