CONSTANTINOPLE, Sept. 5,
A proclamation has now been issued by the Sultan declaring Arab! a rebel, and exhorting the Egyptian people to obey the Khedive. ALEXANDRIA, September 5.
Arahi’s factotum, who was recently taken prisoner, has revealed to Sir Garnet Wolseley the exact position and strength of the enemy at various points. Quarantine, which was in force at Suez for vessels from Bombay, has now been removed.

Defective transport delays the advance of the English troops. Largo quantities of railway material is arriving The fresh water supply at Suez and Ismailia is running short, and the daily allowance has therefore been limited.
Fekney, the chief of Arabi’s staff, who was captured by the British, accuses certain members of the Egyptian Cabinet of intriguing with Arabi.
