DRAINAGE BOARD.
An ordinary meeting of the Ohristohuroh Distriot Drainage Board was held yosterday at 3 p.m. Present —Messrs L. Harper (in the chair). S. Manning, A. Dunbar, J. E. Parker, W. F. Hubbard, W. Vincent, A. Aehworth, and Dr. Doyle. The engineer's report was then read, vir. : 1. I hive icquired into the complaint of Mr Toomer. I find that there is no arrangement far pumping tbat can be made which will Batiafy him, as he objects to the noise made by the machinery from 6 p.m. until 7am ; and we eannot allow the sewage to accumulate during thirteen'hours, as it would impede the drainage of many-lines of pipe by filling up too high, and probably cause damage by forcing the plugs oat of connections. I can only recommend the Board to buy the property, and let it subject to Ithe working of the machinery, or pay the present Ewner a sum in oompensat'on, which shall apply L all future transfers of the property. There Kno doubt that this proceeding on the part of Board would give rise to more claims of the saßie kind, and it will ultimately be necessary for the Board to take a stand and resist these
claims. 2. I submit a plan for cutting down the streets in Lin wood, with the object of improving the drainage, showing also the alternative pip 3 drain. Having taken ont the details of the cost, it appears that the pipe drain is the ch.ea.pest. 1 think also that it will be the most effective for good drainage, as it allows steeper falls to be made use of in the drains. By
cutting dawn Hereford Btreet the gradient becomes 1 in 900, and the cross drain A to B 1 in 860, while the pipe drain would be at 1 in 400, and being deeper underground, it allows the drain A to B to be made with steeper fall. The drains D, E, F cannot be given much fall, and for convenience of traffic ought to be as shallow as possible. These drains, D, E, F, are required whether the pipe drain is laid or net; but if the pipe were laid they would take much leas water. The question of a right-of-"wajy through private land is the chief objection to the pipe drain, and if a deed of easement is obtained it must be indicated on the deeds of
the property. S. In a previous report (sth September, 1881) I recommended the diversion of the water from
Salwyn street ] south iat» the Lincoln road drain by side channels en the west side of Salwyn street.' To do this a culvert is required across the South- belt to take the water which overflows the gallies into the ditch on the road aide. There has again been a slight flooding of the aide channels daring recent rains at this ■pot. 4. Mr J. Stinson, contractor for pipe-laying, refuses to ray for injuries sustained by Mr Leach through his hone shjing at materials laid on the roadside. 5. Fart of the 15in. pipe in Colombo road south, which was leaking subsoil water heavily and was incorrectly laid as to levels, has been token up and relaid correctly, and much of the eubsoil water is now shut out. 6. The npper end of the pipe in Lincoln road was stopped up by a fall of earth in the trench, whereby a quantity of Band was washed into the pipe. This has been partly taken out and relaid, and the sand has been swept out of the remainder.
7. This pipe cannot be used by the Gaol, ■unless it is carried firo chains further, and it must have a flushing tank at the top end. It •VTOuid be more suitable to carry it on to tbe next cross street and fix the tank there, so as not to have too short an interval between the tanks, there being one in Harman street at the summit of the gradient. 8. The sewers in Bingsland are now completed, and aa soon as the contractor has cleared out tie main sewer the water from the North belt drain will be turned into it.
The report was then considered seriatim,
Clause* 1 was referred to the finance committee with power to take legal advice thereon. Clause 2 waa referred to the works committee to report upon at next meeting. Clauses 3 and 7 —Consideration deferred for the preient. Clause 4—Decided to write Mr Leach on the matter.
5, 6 and 8 were approved. was read: From the Sydenham Borough Council, informing the Board that as very little had been done by them towards repairing the streeti damaged by the laying of the sewage pipes, the Oonnoil faad taken the work in hand, and wonld debit the Board with the oost.
It was agreed that a letter from the eon
tractor bearing on the matter be sent to the Sydenham Borough Counoil, it being also stated that the roads were receiving attention. Beferred to the Engineer. From the Bank of New Zealand, stating that'the last remittance, £4,762, sent to England for investment on behalf of the Board
had been invested in New Zealand 4 per centfeinicribed stock. The arrangements anaßtjpre approved. From Mr H. E. Alport and other freeholders of B.S. 161 and 185, calling attention to the insufficient drainage beneath Bligh's toad, through two pipes being laid parallel to each other, which had the effect of damming book some of the water. The matter was referred to the Avon Boad Board, with copy of letter attached. From Mr T. MoFadden, calling attention to the damage done to bis land through want of drainage. Beferred to the engineer. From Mr F. Hitohings, Sydenham, applying for leave to eonneet with the main sewer in Durham street, Sydenham. Consideration deferred for the present. From Mr H. Bobinson, East belt, applying for a license to make connection between house drains aud sew ers. Beferred to works committee.
From Mr J. S. Wilson, Going's rood, Sydenha , objeoting to pay hii drainage rate*, on the ground that there was no drain in the vicinity of hia property, A reply vu ordered to be tent that the drains will be made 10 loon as the weather is favorable. From Mr H. E. Webb, applying for permission to make water closet communication with the sewers in the Papanui road, Con sideration deferred.
From Mr F. Moore, Knightatown, asking whether it was the intention of the Board to fill in the abandoned drain through his property. It was stated that the Board do not intend to fill up the drain in question. From Mr McGrath, applying for work in connection with the distribution of the sewage at the Sandhills. The clerk was instruoted to reply that the Beard is not yet ready to employ any one. From Mr John Smith, Caledonian road, applying that his request for a license to connect house drains, sent into the Board, October 11th, 1880, might be reconsidered. This and similar applications referred to works committee. A letter was read from H. J, Clark, an overseer of the Board, who was recently dismissed, in whioh he detailed the excessive work allotted to him, such as attending to I> contracts, distant one mile from each ', and asking that the recent resolution e Board be rescinded and he be allowed f Hubbard thought the man was to b for undertaking too much work; at ate, it did not say muoh for the manner buoh the work was dons. The DepartI was also to blame, as every length of Ihould be looked to, cr else the sewers c leak in all directions.
Mr Dunbar moved, Dr. Doyle seconded, and it was agreed—" That the former resolution be reioinded, and Mr Olark be allowed to esign." It was also agreed that the applicant be granted a license for home connections. The works oommittee reported that they have considered the various matters referred to them, and would make the following recommendations :—l. That the Barbadoes itreet sower be continued from Lower High street to St. Asaph street. 2. That the ocoupier of the Board's house at the Sandhills b* allowed to remain in the same for the present, provided he agree to remove within one week after being called upon to do_ so. 3. That the work of excavating the pipe tronoh in Lord Bt. Leonard's street from Windmill road to Durham street be offered to Mr W. Stocks, at his schedule rates for No. 1 contract, and that if the offer be not accepted, tenders be called for the work. 4 That Mr Edwin Outhbert be appointed resident engineer, at a salary of £350 per annum, with forage allowance to the amount of £SO par annum. 5. That after September 80th extra assistance in the engineering department to be provided, at the rate of 15i per day. The report was read, reoeived, and adopted. Two members of the finance committee were authorised to sign cheques in the matter of Stocks' contract. Aoomnts amounting to £337 3s lid were passed for payment. The Board agreed to make certain payments, vis., £I6OO, to Mr Shand in Parson's oaie, if so advised by its solicitors. It was agreed to take over Bing's Drain, Bingaland, ten ohains in length. This was all the business.
