[PRESS ASSOCIATION TELEGRAM.] LEGISLATIVE COUNCIL. Wednesday, August 23. BILLS. The debate on the Trustee, Executors and Agency Company’* Bill was concluded, after which the measure was read a second time by 24 votes to 11. For the BUI —Messrs Aoland, Baillie, Bonar, Brett, P. A. Buckley, Chamberlain, Dignan, Grace, Henderson, Holmes, J. N, Johnston, Lahman, Mantell, Martin, McLean, Millar, Ngata, Nurse, Oliver, Pharazyn,_ Pollen, Bubinson, Scotland, Whitaker, Williamson. Against—Messrs Grey, Hart, Monzies, Peacock, Peters, Reynolds, Stevens, Whitmore, W/igley, Wilson, Wood. The Coroners Act Amendment Bill and the Dunedin Southern Market Reserve Leasing Bill were read a second time, and the Gas Companies and Consumers Liability Bill a third time. The Council adjourned from 5 till 7,30. EVENING SITTING. The Council resumed at 7.30. THE MIKES ACT AMENDMENT BILL This Bill was partly passed through committee, and progress was reported. -LAW PBAOTITIONEBS BILL Sir G. b. Whitmore moved the second reading of Sir George Grey’s Law Praotioners Bill. The Hon. Mr WniTAKBB moved that it should be thrown out as unnecessary, seeing that the Government Bill on the same subject had passed through the Council. After a very short discussion the Bill was thrown out by 23 votes to 5. For the Bill—Messrs Dignan, Martin, Reynolds, Whitmore, Wilson. The Stamp Bill and the Explosives Bill were read a third time. Several Bills were passed through Council, and the Council adjourned. HOUSE OF REPRESENTATIVES. Wednesday, August 23.

The House met at noon. QUESTIONS. The Wellington Cemetery Bill was read a second time on the motion of Mr Levin. Replying to Mr Joyce, The Hon. Mr RoelbbtOK aaid the lease of the Auckland Isles was determined three yean ago, and G-overnment did not propose re-leasing them. Replying to Mr Bracken, The flon. Mr Bollbston said in view of the resumption of immigration Government was favorably disposed to the establishment of a system of labor registration, and would be glad to confer with members on the subject. Replying to Mr Seddon, The Hon. Major Atkinson said the returns required by Government from the Friendly Societies and district lodges were the returns that every well constituted society ought to be provided with in its own interest. Government would not, therefore, be prepared to pay for these returns. Replying to Mr Seddon, The Hon. W. Johnston said inquiries would be made, and it a daily mail oou'.d be provided for Poitoballo on reasonable terms it would be done. IN COMMITTEE On the motion o£ Hon. W. Johnston, it was agreed that the House resolve into committee to consider the motion re direct steam communication with England. The Roads and Bridges Construction Bill was introduced by message from the Acting Governor, and read a first time. The Native Reserves Act Amendment Bill was further considered in committee. The House adjourned at one o’clock until two. The House re assembled at 2 p.m. NATIVE RESBBVB BILL. The consideration of this Bill was resumed in committee. After a lengthened discussion, The Hon. Mr Bbyce agreed to amend clause 2 by making the number of Natives on the Board two insteod of one. The following addition to the clause was agreed to on the motion of the Hon. Mr Bbyok:—“Provided however, and it is hereby declared, that the whole of the land between the Turakina and Wangavohn rivers, in the Wanganui district, which by a deed of cession dated tho 15th of May, in the year one thousand eight hundred and forty-nine, was reserved by the native owners thereof as a gathering place for the men of Ngatiapa, shall be deemed to have remained, and to bo Native land, and subject to the jurisdiction of the Native Lands Court from the beginning.” Mr Taiaboa moved, as a further addition —“Notwithstanding anything in this Act, none of the lands referred to shall bo made subject to its provisions unless and until a majority of the owners thereof consent to allow their lands to be dealt with under the Act. ” The committee divided. Ayes, 23 ; noes, 37. On the motion of the Hou. Mr Bbyoe, clause 8 was struck out. On clause 14 it was agreed to report progress. The committee adjourned at 5 30. EVENING SITTING. The Home resumed at 7.30. IMPREST SUPPLY BILL. A Bill for £250,000 was introduced by message from the Governor, and passed through all its stages. NATIVE BBBBEVES BILL, The discussion was resumed in committee on clause 14. It was proposed to strike out the words “ twenty-one,” and to insert thirty, tho object being to extend the term to which the lease cf Native lands might be granted from twenty-one to thirty years. Question put that the word* stand as printed. Ayes, 87 ; noes, 30. On the question that the words “ thirty ” be inserted, the committee divided. Ayes, 33 ; noes, 29. Tho sub-seotioa of the clause a* amended reads —“ For agricultural purposes to any person or persons tor any term not exceeding thirty year* in possession, subject to such covenants and provisoes as shall seem fair and equitable. Mr Tawhai moved on sub-section 2, that the period be forty-two instead of sixty-three years. Negatived on the voices. Mr Kelly moved tho addition of a subsection to the effect that valuation be paid on buildings erected on the leasehold property at tho expiry of tho lease. Amendment withdrawn by consent. Clause 17—Mr Stevens moved—" That there bo added, ‘ and immediately thereafter all such land shall be made subject to tho operations of the property tax.’ ” Ruled inadmissable, and the clause passed as printed. The following new clauses were added “Tho Governor in Council may from time to time make regulations under the 13th section of the Public Trust Act, 1872, for the purposes therein mentioned in relation to the Administration of Native reserves under this Act, aud for fixing the charges to be paid as the cost of managing the same. The salaries of all officers appointed for administration of this Aot. or carrying out any of the purposes thereof, shall be defrayed out of such moneys as shall from time to time be appropriated by the General Assembly in that behalf. Whore any Native reserve has boon or shall be made for the benefit or in trust for the benefit of any Natives, whether individually or collectively, the said word “benefit” in any instrument constituting trusts shall be construed to meau the physical, social, morri, and pecuniary benefit of such Natives, and shal! extend to include the providing of medical assistance and medicines, and the proceeds of any such reserve may bo applied accordingly. The Bill was then reported as amended. NATIVE LAND DIVISION BILL AND NATIVE

LANDS ACT AMENDMENT BILL. These Bills were further considered in committee, and reported with amendments. The Native Lands Act Amendment Bill ard the Native Lands Division Bill were then pcssed through committee, read a third time, ar.d passed. The House rose at 2.15 a m.
